The Growald Climate Fund engaged FDI Center to support the Board of Investments (BOI) of the Philippines in identifying, packaging, and promoting investment-ready renewable energy projects to international financial investors.
Despite strong investor interest in the Philippines, there was a limited pipeline of renewable energy projects meeting international investor standards, as well as a need to build institutional capacity to engage effectively with global investors.
FDI Center worked closely with the BOI and local stakeholders to develop investment-ready projects and build a replicable approach. Over the course of the project, we:
- identified and vetted viable renewable energy developers and projects based on their feasibility and attractiveness to foreign investors.
- conducted site visits and engaged with developers, local governments, regulators, and infrastructure authorities to gather technical, financial, and regulatory information on selected projects.
- carried out early-stage consultations with international investors to understand requirements related to project scale, risk appetite, and financing expectations, and incorporated these into project structuring.
- prepared investor-grade documentation for two solar power projects, covering technical feasibility, regulatory status, financial structure, implementation timeline, risks, and overall bankability.
- developed a standardized project documentation template that is aligned with global investor expectations and tailored to the Philippine context, enabling the BOI to replicate the process independently for future projects.
- delivered practical, hands-on training to BOI staff through workshops and embedded collaboration, covering project vetting, structuring, investor targeting, and pitch preparation.
- created investor-facing pitch decks and supported the BOI in presenting investment opportunities to international investors.
- introduced digital investor-matching tools and trained BOI staff on identifying, qualifying, and engaging relevant global investors.
Based on this work, BOI has strengthened its capacity to develop and promote investment-ready projects, with the tools and templates developed by FDI Center now being used to engage international investors and support a growing pipeline of investable project opportunities across different sectors.
